Minutes from the Special
Town Board Meeting held Thursday, March 20, 2008, at 5:00
PM, at the Keene Town Hall. The following Town Board Members
were present: William B. Ferebee, Supervisor, Paul Martin
and Marcy Neville, Members of Council. Also present were:
Wayne Ryan and Jim Dougan, AES, Vic Putman, Essex County Planning
and Kirk Bassarab, Town of Keene Water Superintendent. Absent:
Robert Biesemeyer and Larry Jaques, Members of Council and
Ellen Estes, Town Clerk.
The Chairman, Mr. Ferebee, called the meeting to order at
approximately 5:10 PM.
Discussion included the overall budget for the project, how
to structure the bids to get the most bang for the EFC loan
and possible rural development grant monies (which Vic Putman
was optimistic about) and when to go out to bid.
The final cost to the users was discussed and whether this
should be charged as an ad valorem tax or flat fee.
It was decided to go with the base bid to include the Route
73 water main and the tank (with the tank as a separate bid),
as well as general construction, electrical and mechanical
work necessary at the tank and the wells.
Replacement of 8 additional lines (such as Beede Road, Ivan
Brown, etc.) will be bid as alternates.
It was agreed to do as much of the project as possible with
force account labor (ourselves).
No action was taken, further discussion will be held at the
Town Board Meeting on April 8th.
