Minutes of the Bi-Monthly
Town Board Meeting held Tuesday, April 29, 2008, at 5:30 PM,
at the Keene Town Hall. The following Town Board Members were
present: William B. Ferebee, Supervisor, Paul R. Martin (arrived
late), Robert M. Biesemeyer, Marcy Neville and Larry Jaques,
Members of Council. Also present was: Ellen Estes, Town Clerk.
The Chairman, Mr. Ferebee, called the meeting to order at
5:32 PM.
Resolution No. 99 – 08
Ms. Neville offered a resolution and moved its adoption. Be
it resolved, that at the request of the High Peaks Radio Control
Club, they be given permission to use Marcy Field on Thursday,
May 22nd. This resolution was seconded by Mr. Jaques.

Mr. Jaques explained to the board that having the Town named
as additional insured on a user of Marcy Field’s proof of
insurance may get the Town a better price on their liability
insurance.
Resolution No. 100 – 08
Mr. Jaques offered a resolution and moved its adoption. Be
it resolved, that the following individuals be appointed to
the Youth Commission Summer Program to the stated positions
at the stated salaries:
David McGannon – Progressive Swimming Instructor - $3505/Season
Lydia M. Osenbaugh – Bus Driver - $14.00/hour
Brittany Purdy – Lifeguard/RTE - $11.25/hour
Cori-Ann Gregory – Attendant/EMT - $10.25/hour
Andrea Hickey – Attendant/RTE - $10.25/hour
This resolution was seconded by Ms. Neville.

Mr. Ferebee informed the Board that he had received an estimate
from Guy Smith for painting the Town Hall. He said the estimate
included washing, scraping, chipping, etc. He said he still
needed to get another.
Mr. Martin arrived at this time.
The next discussion was in regards to what the Town Board
intended to do about appointing an Attorney. Mr. Ferebee said
that Debra Whitson was interested, that she would charge $125
an hour for services and attend the Town Board meetings at
no charge.
Resolution No. 101 -08
Mr. Jaques offered a resolution and moved its adoption. Be
it resolved, that the Town Board accept the informal resignation
made by Ron Briggs during the April 8th Town Board Meeting.
Further resolved, that the Town Board continue their search
for a new Attorney and be ready to make an appointment at
the May 13th Town Board Meeting. This resolution was seconded
by Mr. Biesemeyer.

The next discussion was about the stone wall at Norton Cemetery.
Mr. Ferebee said he has been searching for free stone.
Mr. Jaques told of a couple old foundations he was aware of
and Mr. Martin mentioned one.
Mr. Ferebee and Mr. Martin met with Tom Smith today to look
at the job. Mr. Smith has given an estimate of $15,000 for
labor to rebuild the wall.
Mr. Ferebee said there is $15,000 set aside in the budget
for this project, he said he is trying to get a finalized
cost put together.
The next discussion was in regards to Scenic Byways Funds.
Ms. Neville has become aware that there is still money in
the NYS Scenic Byways Program for restoration of the Holt
House and has been working to reenact this project. The grant
is 80/20. The project date is 3 years to completion, though
it is requested to be finished by the end of 09.
Mr. Ferebee said the Town has $6,000 available to start the
match.
Ms. Neville suggested that an Administrator should be hired
for the project, a couple names were mentioned.
The next discussion was in regards to the Honeywell’s proposal
on performing an energy audit.
Ms. Neville initiated the discussion.
Mr. Biesemeyer and Mr. Jaques both felt that there are a lot
of changes everyone is aware of that can be made to save money
without an energy audit telling you.
Ms. Neville said the reason she would like to see an energy
audit done and include the Fire Departments is to try to get
everyone thinking energy efficiency.
Ms. Neville said she had had Kevin Boyle look at the windows
at the Town Hall and he is going to give an estimate on replacement
of the 6 large windows with storms.
Another item discussed was the efficiency a wood furnace at
the highway garage could be.
Mr. Ferebee said he may be attending a meeting at Blue Mountain
Lake concerning bio-fuels.
The next discussion was in regards to the garden at Marcy
Field.
Mr. Ferebee said that 14 gardeners had signed up to have a
plot.
Mr. Martin suggested getting a chart of the charges the highway
uses when they do work that is to be charged out.
Resolution No. 102 – 08
Mr. Biesemeyer offered a resolution and moved its adoption.
Be it resolved, that the Town Board accept the Supervisor’s
Monthly Financial Report for March, and place it on file with
the Town Clerk. This resolution was seconded by Mr. Jaques.

was seconded by Ms. Neville.
