Minutes from the Special
Town Board Meeting held Tuesday, October 2, 2007, at 5:00
PM, at the Keene Town Hall. The following Town Board Members
were present: William B. Ferebee, Supervisor, Paul R. Martin,
Robert M. Biesemeyer and Marcy A. Neville, Members of Council.
Absent: Lawrence Jaques, Member of Council. Also present were:
Paula McDonough, Clerk to the Supervisor and Ellen Estes,
Town Clerk.
This Special Meeting was held for the Town Clerk to present
the Town Board with the 2008 Tentative Budget.
Resolution No. 164 – 07
Mr. Biesemeyer offered a resolution and moved its adoption.
Be it resolved, that the Town Board accept the 2007 Tentative
Budget as prepared and turned over to them. This resolution
was seconded by Mr. Martin.

The Town Board discussed the following changes to be made
for the Preliminary Budget:
- $45,000 will be added to the General Fund for legal/appraisal
fees necessary to cover expenses due to the Adirondack Mountain
Reserve’s assessment lawsuit,
- it was suggested that the Highway Department may wait on
any proposed loader purchase and the equipment account be
lowered from the $100,000 to $75,000,
- lower the bicentennial account from $20,000 to $15,000,
- it was suggested that $5,000 be taken out of the Planning
Budget,
- $2,000 will be taken out of the Liability Insurance Account,
and
- snow removal will be lowered $15,000, from the $125,000
in the Tentative Budget.
The Town Board discussed the heat for the Town Hall and were
told it was still a cold building to be in. They re-discussed
the issue of replacing windows and talked about using the
money that has been set aside in a Capital Improvement Fund,
for a new Town Hall.
Mr. Ferebee said that if new windows are installed, he would
suggest the installation of a monitor for supplemental heat.
The intent of an ad valorem tax was again discussed for Water
District #1.
There was a brief discussion regarding the Fire District
Budgets and the inability to change them was mentioned. The
Board will ask the Keene Valley District to explain what is
covered under the item marked “other” in the amount of $28,470.

Mr. Ferebee offered a resolution and moved its adoption. Be
it resolved, that all business having been transacted, this
meeting be adjourned. This resolution was seconded by Mr.
Biesemeyer.
