Minutes of the regular Town Board Meeting held Wednesday, November, 5, 2008, immediately following the Public Hearing, at the Keene Town Hall.  The following Town Board Members were present:  William B. Ferebee, Supervisor, Paul R. Martin, Robert M. Biesemeyer, Marcy Neville and Lawrence Jaques, Members of Council.  Also present were:  Carol Treadwell, AuSable River Association, 5 residents, Bruce Reed, Highway Superintendent (late), Debra Whitson, Town Attorney (Executive Session only) and Ellen Estes, Town Clerk.

 

The Chairman, Mr. Ferebee, called the meeting to order at 5:28 PM, and invited everyone present to join in the Pledge of Allegiance.

 

Resolution No. 188 – 08

Mr. Martin offered a resolution and moved its adoption.  Be it resolved, that the Minutes of the Town Board Meeting held October 14th and the Minutes of the Bi-Monthly Town Board Meeting held October 28th be accepted as presented.  This resolution was seconded by Mr. Biesemeyer.

Privilege of the floor was offered.

Donna Austin said that Cliff LaRose should be commended for how organized and clean he is keeping the transfer station.  Anyone present who goes to the transfer station agreed.

 

Carol Treadwell, Director of the Au Sable River Association was present to give a presentation on the Watershed Management Plan for the Au Sable River.

She began by saying there had been 4 public hearings held locally, which had been attended by 100 people, to find what concerns the residents had.  She said that water quality, erosion and flooding seemed to be the biggest concerns.

She said the Association is working to create a Comprehensive Watershed Management Plan which is designed to cover monitoring, feasibility analysis, education and outreach.  She then explained each aspect.

She asked that any feedback be submitted by December 10th, 2008.

Mr. Biesemeyer asked about salt contamination to the water quality.

Ms. Treadwell said that’s included in the study.

Mr. Martin discussed his concern about river bank erosion regarding downed trees along the river.

The Board thanked Ms. Treadwell for the presentation.

 

Resolution No. 188 – 08

Mr. Martin offered a resolution and moved its adoption.  Be it resolved, that starting with the monthly drinking water testing for November, a water sample taken from the Au Sable River (behind the community center or in that area) be submitted for chloroform testing.  This resolution was seconded by Ms. Neville.

Resolution No. 189 – 08

Mr. Biesemeyer offered a resolution and moved its adoption.  Be it resolved, that the Monthly Statement of the Supervisor for October be accepted as presented and filed with the Town Clerk.  This resolution was seconded by Ms. Neville.

Resolution No. 190 – 08

Mr. Jaques offered a resolution and moved its adoption.  Be it resolved, that the following bills be accepted for payment, including those that were prepaid.  This resolution was seconded by Mr. Biesemeyer.

Mr. Jaques left at this time due to a conflict for the upcoming Executive Session.

 

Resolution No. 191 – 08

Mr. Ferebee offered a resolution and moved its adoption.  Be it resolved, that the Town Board enter Executive Session to discuss litigation.  This resolution was seconded by Mr. Martin.

The Town Board entered Executive Session at 6:16 PM.

Ms. Neville offered a resolution and moved its adoption.  Be it resolved, that the Town Board reconvene into regular session.  This resolution was seconded by Mr. Biesemeyer.

Mr. Martin offered a resolution and moved its adoption.  Be it resolved, that all business having been transacted, this meeting be adjourned.  This resolution was seconded by Ms. Neville.
